The Federal Government Approves of Experts Lacking in Nigeria

 



Visa Ban: FG Approves of Professionals with Skills Lacking in Nigeria. 

 

Dr. Dan-Azumi Ibrahim, the Director-General and Chief Executive Officer of the National Office for Technology Acquisition and Promotion (NOTAP), just shared with the public that the Federal Government, via Executive Order 5, has now put on hold the issuance of visas to certain ineligible foreign professionals.

 

The Executive Order 5 was put in place to ensure that only skilled foreign professionals, which Nigeria lacks, would be considered and approved for a visa from the Ministry of Interior. Executive Order 5 was signed into law by President Muhammadu Buhari on February 2, 2018. This was in a bid by the Federal Government to promote local expertise in public job procurement.

 

The Director General shared that Executive Order 5 is for planning and execution of projects and the promotion of Nigerian-made products in contracts on science and technology. The law is to give preference to Nigerian industries and firms in matters of jobs and contracts. He stated that this was in line with the Public Procurement Act of 2007.

 

Mr. Ibrahim said, "The President, in addition, directed Ministries, Departments, and Agencies to engage indigenous professionals in the planning, design, and execution of national security projects. He, however, noted that where expertise is lacking, procuring entities will give preference to foreign companies and firms with a demonstrable and verifiable plan for indigenous skills development prior to the award of such contracts.”

 

He stressed that this was to help indigenous firms and people in Nigeria to sustain and increase their financial status and to curb foreign competition when Nigeria has skilled people for the job. 

 

The law (Executive Order 5) mandates the NOTAP to create a comprehensive system that collates the data on Nigerians with expertise in areas of science, engineering, technology and other specialisations of interest. The Ministry of Interior has been given the duty to check this database to assess its consideration when approving a foreign professional with an expertise lacking in Nigeria.
